Organisational resilience is misunderstood and underestimated, often seen as the ability to ‘keep going’. IMPOWER believe a better definition is required and recently co-produced a report with the County Councils Network — ‘Riding the waves: strengthening council resilience’ — which provided a new understanding and highlighted that organisational resilience must be deliberately invested in.

Running a marathon as opposed to running a sprint is the prevailing metaphor for council resilience given Covid-19. However, this is misleading. This is not a marathon. There is no finish line. IMPOWER’s research with a several local authorities recognises that disruption is part of the core business of a council. Disruptions will keep coming, so councils must ride the waves.

In this event, we explored IMPOWER’s organisational resilience framework and join in a rich discussion about what organisational resilience really means and how to strengthen it for your council.
